Lodge DAs online

Council offers online lodgement of Development Applications (DA) and Complying Development Certificates (CDC) through the NSW Planning Portal.

Earlier this year Penrith was identified as having the shortest average waiting times for developers with an average of 150 days to determine large applications worth over $30m. (Source: NSW Planning data for end 2018-19 financial year).

Since 1 July 2020, Council no longer accepts emailed or posted DA and CDC applications. You can instead register and lodge your DA and CDCs here. If you have any questions please email This email address is being protected from spambots. You need JavaScript enabled to view it.

Council also offers pre-lodgement meetings to help streamline applications and recommends all significant proposals be reviewed prior to submitting.

Once you have prepared a preliminary concept plan for a proposal on a specific site, contact Council’s Development Services team to discuss presenting your concept to the Development Panel for review.

Council requires the following information included in your application package:

• completed application form
• written description of the proposal
• electronic copies of site plan, floor plan, typical elevation containing dimensions, north point, existing buildings, preliminary site levels, access and parking
