Key Precincts
Located at the entrance to the new Western Sydney Airport and Aerotropolis, we are at the forefront of progress and possibility, perfectly placed to help forward-thinking businesses and investors achieve new levels of success. - The Northern Gateway is the city of Bradfield’s premier employment precinct, hosting freight and logistics, advanced manufacturing, defence, and aviation services.

- The new Agribusiness Precinct will specialise in food and beverage manufacturing, pharmaceutical manufacturing, and logistics.

The draft Penrith Aerotropolis Development Contributions Plan (the Plan) proposes a sustainable funding model for the delivery of essential infrastructure in the emerging Aerotropolis precinct.
The Plan seeks to deliver $815 million by apportioning a contribution rate of 5.5% for development within the Aerotropolis in Penrith’s Local Government Area to fund local roads, bridges, active transport connections, parks and community facilities.
Previously released as a joint plan between Penrith and Liverpool City Councils in 2020-21, a key change is that both councils now have their own Plans to enable greater autonomy and simplified administration of the Plan.
With the total cost of local infrastructure for both councils estimated at $2.8 billion, the individual contribution plans now better reflect the unique requirements and costs of infrastructure associated with each Local Government Area.

St Marys is a strategic centre in Western Sydney and its importance as a critical transport link between Greater Sydney and the world will be elevated with the arrival of the Western Sydney International Airport and associated airport metro. St Marys will be directly linked to the airport via a station on the Sydney Metro – Western Sydney Airport metro line.
With such transformation underway, Council acknowledges the need to guide planning and development within the Town Centre to realise the needs and aspirations of residents, businesses, and visitors.
The result will be St Marys 2041 – a strategic planning pathway to guide the vision of the Town Centre over the next 20 years.
Council has completed stage 1 of the planning pathway, the St Marys Town Centre Structure Plan, which was endorsed by the elected Council at the 28 November 2022 Ordinary Meeting. This plan has set a place vision, 10 place outcomes and 26 strategic and spatial directions to guide the growth of St Marys as a vibrant, welcoming, sustainable and authentic strategic centre that meets the changing needs of our community.
Council is now progressing the second stage of the planning pathway - the St Marys Town Centre Master Plan. Supported by additional technical studies, the Master Plan will refine the directions and framework plan of the Structure Plan, including more detailed investigations of infrastructure needs, costing, development stages, implementation mechanisms and a funding strategy. The Master Plan will inform Council’s capital works program and potential amendments to planning controls.

With 47.8ha of city centre land owned by Penrith City Council and 1,500ha of land currently zoned for employment in locations within close proximity to the Penrith and St Marys town centres, there are a number of exciting opportunity sites available now across Civic & Retail, Culture & Community, Lifestyle, Sport & Tourism, and Health & Education.

The Nepean River is our region’s greatest natural asset and a much-loved recreational destination for residents and visitors. Penrith City Council’s ongoing program of work to enhance the Nepean River and create more opportunities for people to meet, relax, explore, play and be active in the outdoors is set to strengthen Penrith’s position as Western Sydney’s most liveable city. We’re activating the area around the river and connecting it to the City Centre. The revitalisation of Regatta Park, Tench Reserve upgrade, and ongoing River Road vegetation management are just a few of the projects currently being delivered as a result of the Master Plan by Penrith City Council in partnership with the NSW and Australian Governments. Penrith Lakes is a large water-based parkland area with plans to become a world class sports and recreation precinct. Currently anchored by the Sydney International Regatta Centre – a major regional outdoor sports and entertainment venue – and a 49ha business park currently under construction. The precinct will be a national hub for film and television production with links to the Western Sydney Aerotropolis and Penrith City Centre, providing endless opportunities for a complimentary mix of hospitality, accommodation, and light industrial uses.
North Penrith is one of the region’s key hubs of industrial activity with specialties in advanced manufacturing, recycling, and urban services. St Marys and North St Marys make up our largest and most established industrial precinct with growing specialities in advanced manufacturing, recycling, and freight and logistics. The North St Marys precinct is also supported by the St Marys Freight Hub.
Jamisontown is Penrith’s premier light industrial and large format retail precinct, anchored by the Penrith Homemaker Centre and a strong sports and recreation presence, while Emu Plains is a highly functioning industrial precinct with a broad mix of business activity.
Erskine Park is one of Western Sydney’s most important freight and logistics hubs with a mix of national freight and logistics hubs and national operators, major retailers, and manufacturers.
Kemps Creek/Mamre Road is a transport rich freight and logistics hub providing national and international connectivity to a mix of businesses. Current tenants include Amazon, Australia Post and DHL.
