Draft plan revealed for Penrith Lakes

The NSW Government is seeking feedback on the draft Development Control Plan (DCP) – Stage 1 for Penrith Lakes.
The DCP relates to the Tourism and Employment zoned land only at Penrith Lakes under the State Environmental Planning Policy (Penrith Lakes Scheme) 1989 (Penrith Lakes SEPP). There is still planning to be undertaken by NSW Government for the unzoned land at Penrith Lakes and this part will be subject to a future DCP.
According to the plan, the aims of DCP – Stage 1 are to:
• provide a framework to guide development in Employment and Tourism zones at Penrith Lakes; and
• identify requirements and build upon the Penrith Lakes SEPP by providing detailed objectives, considerations and controls for land in the Employment and Tourism zones.
The plan also suggested further master planning is required for each Employment and Tourism precinct before any development consent is given.
Planning controls are provided for three precincts under the plan, including Tourism South, Tourism West, and Employment Precinct. Tourism South is intended to provide for high-quality recreation and tourism uses that celebrate the precinct’s lakeside setting, creating an attractive arrival to Penrith Lakes. The objectives of the Tourism West precinct are to provide for a range of tourism and recreation uses that also respond to the flood constraints of the precinct. Finally, the Employment Precinct is intended to provide a range of employment opportunities whilst ensuring development minimising visual impacts and protect views.
