Penrith Council unveiled the ‘New West - Invitation to Partner’ to developers on 3 December.
The document was released to coincide with Council's call to investors for bold ideas for two City Centre sites.
The Expression of Interest for Union Road and Reserve Street is the next step in transforming the City Centre and bringing the New West to life.
Mayor Karen McKeown said Council was looking for partners to grow the local economy, attract investment and create jobs
"Penrith will have a population of 260,000 and an economic catchment of over 1 million people by 2031," Cr McKeown said. "The growth of our Regional City, and all the work done during the Penrith Progression process, means we are able to think boldly about capitalising on our assets to make the City Centre a better place for our community and future generations."
The Union Road and Reserve Street sites fall within, or adjacent to, the Living Well Precinct which will become a modern village for seniors looking for easy access to social, recreational and health facilities.
In the New West Invitation to Partner, Council asks investors to 'come and build Penrith with us' - outlining what the City has to offer and projects already underway.
It identifies seven opportunity sites, including the Reserve Street and Union Road sites.
"We have more than $3 billion in projects already planned for the City," Cr McKeown said. "Sydney Science Park, which has a planning proposal out now, will be a leading international research and development centre specialising in the food, health and energy sectors. Together with the Penrith Health and Education Precinct it will provide more than 25,000 jobs for our City, in our City."
Cr McKeown said Council was committed to making Penrith a great place to live, work and invest.
"Penrith Progression was an exciting collaboration with our community and a range of other stakeholders over more than 12 months," Cr McKeown said.
"Now, with the advice of our Property Development Advisory Panel, and in partnership with the industry, we are keen to explore every opportunity for our City."
