Penrith Council has prepared a draft Keeping of Animals Local Orders Policy.
The draft policy was in response to enquiries and complaints about animals and the condition of premises, impacts on surrounding properties or general nuisance from animal behaviour.
Penrith Mayor Ross Fowler OAM said the policy has been prepared so the community is informed about the criteria Council Officers will take into consideration when determining whether or not to issue an Order about an animal or premises.
"Less formal options are attempted first, but sometimes Officers will need to issue an Order to ensure owners meet their pet ownership responsibilities," Cr Fowler said.
"The main improvement with this draft policy is the inclusion of clear guidelines on the numbers of animals that can be kept at residential premises."
The policy applies to the keeping of most common animals in residential areas and the keeping of these animals as domestic pets.
The draft policy will be on public exhibition from Monday 15 June 2015 to Tuesday 14 July 2015. Community comments will be considered before the policy is finalised and presented to Council for adoption.
