Heritage Committee
Council's Heritage Advisory Committee promotes community awareness of the City's rich heritage (including man-made, Aboriginal, and natural environmental heritage items) and advises Council on heritage management policy. The committee meets bi-monthly at the Penrith Civic Centre with all members having a chance to contribute to the agenda.
Heritage Assistance Fund
Council provides grants to help protect and boost the valuable cultural heritage in Penrith. These grants help owners, renters and not-for-profit organisations to plan for repair and maintenance to heritage listed items across the City. Funding is offered on a $1 for $1 basis where Council contributes half of the cost of the commission of Conservation Management Plans and/or Costed Maintenance Plans, up to $5,000.

Applications are now open, and close on 12 July 2024 for the 2024-25 Heritage Assistance Fund Grants.

Public Works Advisory (PWA) is part of the Property and Advisory Group of the Department of Finance, Services and Innovation. PWA supports local and state government agencies to deliver critical infrastructure initiatives by providing expert advisory, planning, delivery and support services.

Heritage policies
Council protects and manages the community's heritage assets in line with the following policies:
- The Penrith Local Environmental Plan 2010 (Schedule 5) lists individual heritage items and Heritage Conservation areas that are significant heritage assets that should be conserved. Development consent from Council is required to alter or demolish such places.
- LEP 1991 (Environmental Heritage Conservation) Map (pdf 131KB)
- Section Penrith DCP 2014 C7 Culture and Heritage (pdf 621kb) of Penrith Development Control Plan 2014 helps Council manage heritage places by:
- allowing identification of places of potential heritage significance by the community
- outlining the documentation required to accompany development applications
- providing a range of development incentives to applicants; and
- requiring a standard archival recording for full or partial demolition consent.
Heritage consists of objects and places valued and inherited by our community, which are protected for future generations. They contribute to our sense of the past and cultural identity.
